Does Digitization Really Cut Mortgage Origination Cost?

Does Digitization Really Cut Mortgage Origination Cost?

Lenders surveyed by Freddie Mac believe a fully digital mortgage process could cut cost per loan by as much as 40%. The measured results are much smaller, with caveats. Here is what the data shows, what it leaves out, and why staffing still matters, as part of our cost to originate guide.

What Do Lenders Believe About Digitization?

In its 2024 Cost to Originate Study, Freddie Mac reported that most surveyed respondents believe a fully digital origination process could reduce cost per loan by as much as 40%. The survey covered 500 loan officers, loan originators, and underwriters, and Freddie Mac also interviewed 13 mortgage executives, who said they believed digitization could save up to 40% in costs.

That is a belief about the future, not a measured result. It tells you where the industry's expectations sit.

What Did Freddie Mac Actually Measure?

Freddie Mac compared retail-only lenders that delivered loans to it in Q3 2023, based on how heavily they used its Loan Product Advisor digital tools. Lenders with high usage, defined as using the tools on at least 75% of the volume they sold to Freddie Mac, were compared with lenders with low usage, below 60%. The results:

  • Origination cost per loan: about $10,800 for high users against about $12,300 for low users, roughly $1,500, or 14%, less
  • Net margin: 3.7% against negative 6.3%
  • Cycle time: about 34 days against about 39 days, five days shorter

Two cautions apply. The study itself describes this as a correlation, not proof that the tools caused the difference. And Freddie Mac sells these tools, so it has an interest in the result. It's useful data, but not a controlled experiment.

What Savings Does Freddie Mac Estimate Per Loan?

Using its own assumptions, Freddie Mac estimated that a lender could eliminate between 2.2 and 12.36 hours of production time per loan, depending on the tool. That works out to personnel savings of between $165 and $388 per loan, which Freddie Mac described as an average reduction in labor costs of between 2% and 5%. Adding cost-of-funds benefits from shorter cycle times, it estimated total savings of roughly $230 to $570 per loan.

Those figures are real, but they are a long way from 40%. They are also estimates built on assumptions, not results from lenders' books.

What Did the 2025 Update Add?

Freddie Mac's November 2025 update reports that lenders using its tools at high rates now save about $1,700 per loan, up from $1,500, with production about five days shorter and, in its words, nearly double the net margins. It estimates up to $610 per loan in personnel and funds-related savings, and a 1.8% higher pull-through rate worth about $6.6 million a year in extra revenue on average. It's still a vendor's analysis of its own tools, comparing heavy and light users, and these are Freddie Mac's estimates, not an independent measurement. The gap between the 40% belief and the measured figures remains large.

Why Isn't Technology a Standalone Fix?

Three things from the same study explain why.

  • People are most of the cost. Freddie Mac estimated that personnel represents about two-thirds (67%) of lenders' total production costs, and that some parts of the process, such as underwriting, remain fairly manual and costly.
  • Technology has its own cost. Technology-related expenses per loan rose from 2% to 4% over three years, and lenders reported that vendor costs per seat or application have been rising, in third-party solutions in particular, where they've roughly doubled in a short time.
  • Adoption takes work. Operations and processing teams can resist change, especially if they worry about technology taking their jobs, and successful change takes communication, training, and the right incentives.

Freddie Mac's own conclusion is blunt: "Technology is not a standalone solution but a strategic enabler." In other words, technology helps when it is paired with changes in process and in how people work.

What Does That Mean for How You Staff?

If personnel is two-thirds of the cost, and tools save a modest share of it, then how you deploy people matters at least as much as which tools you buy. The practical question is which work is routine and increasingly handled by systems, and which still takes judgment. We've written about that division in Human in the Loop: What Lenders Are Actually Prioritizing and AI Clears a Condition in Under 2 Minutes. What Should Your Team Do Instead?.

How Does BrokerVA Approach It?

BrokerVA's goal is to lower your cost to originate, and we don't think it is a choice between tools and people. Our 150+ mortgage operations specialists handle repeatable file work, stage by stage, alongside the tools you already use: Setup, Disclosure, Closing, Funding, and Post-Closing, with additional roles tailored to your business where we can. We have also partnered with Addy AI for LOA services.

That matters for the reason Freddie Mac gives. Technology works when the process and the people around it are set up well. When a client starts with us, a dedicated Coach spends a 6-week implementation period learning your processes, workflows, SOPs, and expectations, and support continues through ongoing coaching and regular check-ins. Pricing is customized to your volume and the roles you need. We can't promise a specific saving, but we can walk through your numbers.

How Should You Evaluate a Technology or Staffing Investment?

Ask the same questions of both:

  • What is the baseline today, and how will we measure the change?
  • What does it cost in total, including vendor fees and training?
  • Which tasks does it take over, and which does it leave with people?
  • How will the team adopt it, and who owns the change?
  • What happens to the cost if volume drops?

Calculate your own baseline first. How to Calculate Your Cost to Originate a Mortgage shows how, and our technology cost guide covers the technology side.

What Should You Take Away?

Three points hold up across the study. First, expectations are high, but measured and estimated savings per loan are modest by comparison. Second, the people side of production is the biggest part of the cost, so tools alone leave most of it untouched. Third, results depend on adoption, which takes process change and support for the team. None of this is an argument against technology. It is an argument for judging any investment, tools or staffing, against your own baseline.

Frequently Asked Questions

Does digitization reduce the cost to originate a mortgage? It can. Freddie Mac found that lenders using its digital tools heavily had costs about $1,500 per loan lower than low users in its 2024 study, and about $1,700 in its 2025 update. The 2024 study describes this as a correlation, and Freddie Mac sells the tools.

How much can a digital mortgage process save? Surveyed lenders believe up to 40%. Freddie Mac's own per-loan estimates are much smaller, about $230 to $570 per loan, or 2% to 5% of labor cost for the personnel portion.

Why do technology costs matter? Technology-related expenses per loan rose from 2% to 4% over three years, and vendor costs for third-party solutions have risen sharply.

Is staffing still important if you automate? Yes. Personnel is about two-thirds of production cost, and Freddie Mac concluded that technology works best as a strategic enabler alongside changes to process and staff.
